Grant to employ Haitian workers in repairing damaged homes.

  • Trained contractors assess the damage in a yellow tagged house.

  • A PADF worker repairs the walls of a damaged home.

The Clinton Bush Haiti Fund awarded a $2 million grant to PADF to support the repair of multi-family homes in Léogâne, Haiti, the epicenter of the earthquake.

The Organization of American States' Pan American Development Foundation (PADF) brought its tested home repair project to Léogâne with the Clinton Bush Haiti Fund's $2 million grant. In partnership with Haiti's Ministry of Public Works, PADF hired and trained Haitian workers to restore approximately 800 family homes that were damaged in the earthquake.

There is still an urgent need for permanent housing solutions in Haiti, and much of that need lies in the earthquake epicenter. PADF's project repaired yellow tagged, or moderately damaged, homes as a quick and cost-effective way to bring homes to international safety standards, and invited Haitians back to their neighborhoods.

PADF recognized that a majority of Haitians rent these homes, and has worked hard to ensure that they can still afford to live there after the repairs. Non-resident owners may not raise the rent for the first year after the renovations, and PADF is enforcing this measure through financial penalities and strong community support.

The Caterpillar Foundation joins the Clinton Bush Haiti Fund in supporting this reconstruction project with an additional $1 million grant.

Why We Invested in PADF

Clinton Bush Haiti Fund's grant to PADF reflects our goal of supporting job creation and preparing people with job and life skills, particularly in the construction sector. It also reflects our near-term goal of filling critical gaps, here for home repair in Léogâne, which lays the groundwork for longer-term reconstruction.

Transforming Lives and Livelihoods

PADF's home repair project addressed immediate housing needs with a program that provided jobs and skills training to Haitians, which they are now able to carry to new worksites and "build back better." PADF's rebuilding project:

  • Provided rapid access to safe, permanent housing for 7,200 Haitians with the repair of 800 damaged multi-family homes in Léogâne;
  • Hired and trained 214 Haitian engineers, masons, subcontractors, and workers in modern earthquake and hurricane construction standards;
  • Developed and shared training materials on safe construction in Creole and in French;
  • Invited Haitian families to return to their homes and neighborhoods.
